Bug#1060080: gcc-snapshot: please stop creating empty dirs in /lib

gcc-snapshot installs these empty directories in /lib (at least on
amd64):
./lib/i386-linux-gnu/
./lib/x86_64-linux-gnux32/

For the UsrMerge effort, we want (the canonical) /lib to be empty,
IOW packages should not install anything there.

Please stop installing these empty dirs. If there are other empty
dirs on other archs, please also stop creating those.
