    Move multilib-multiarch change of loongarch to gcc-multilib-multiarch.diff.

- gcc-12-multilib-multiarch-for-loongarch64.diff
For debian gcc package，The purpose of this patch is to add multilib-multiarch changes for loongarch64.

- gcc-multilib-multiarch-add-loongarch64.diff
Considering that it is convenient for everyone to review.
Merge the patch of gcc-12-multilib-multiarch-for-loongarch64.diff to gcc-multilib-multiarch.diff by myself, temporarily.

- Are there any missing? Please tell me.
