Bug#1026201: gcc-13: Please drop build dependency on gdc-12 on unsupported D targets

Hello!

Both gcc-snapshot and gcc-13 have a build-dependency on gdc-12 which we
haven't enabled on most ports architectures.

Could this build dependency be dropped for the architectures that are
BD-Uninstallable for gcc-13 [1] and gcc-snapshot [2]? We don't really
need D language support in Debian Ports as the language has no standard
library support for most architectures.
