This problem as arisen during an upgrade. The system is now reporting:
	root@redhorse:/tmp# dpkg --configure -a
	dpkg: dependency problems prevent configuration of g++-8:
	 g++-8 depends on gcc-8 (= 8.2.0-16); however:
	  Package gcc-8 is not configured yet.
	 g++-8 depends on libstdc++-8-dev (= 8.2.0-16); however:
	  Package libstdc++-8-dev:amd64 is not installed.
	
	dpkg: error processing package g++-8 (--configure):
	 dependency problems - leaving unconfigured
	Errors were encountered while processing:
	 g++-8

Also apt cannot install, or upgrade, any other packages with the system
in this state. Manually running the relevant scripts from /var/lib/dpkg/info/ does not produce
an error.
