Bug#972936: libgcc-s1-dbgsym is Protected: yes

This has migrated to testing and is having an unexpected consequence for me:

It really is the case that the dbgsym is marked Protected: yes. What package
would this bug be in? dpkg or debhelper?

Did that command actually work? It's not documented.
