Dear Maintainer,

I cannot build GNU Emacs on Debian unstable after the latest update - configure
fails with an error with the limits.h include.

Here is a minimal reproduction:

$ cat test.c
#include <stdlib.h>
#include <limits.h>

int main(void) {
    exit(0);
}
$ gcc -Wall test.c

On Debian stable the example program compiles without problem.
