There is no /usr/lib/gcc/x86_64-linux-gnu/9/include-fixed directory.
This could actually be a bug in libgcc-9-dev, as libgcc-8-dev
provides "/usr/lib/gcc/x86_64-linux-gnu/8/include-fixed/limits.h".
