In this patch, I retrieve the version of current and
compose our local version from changelog.

Then compare these 2 versions, if local is not greater than the version in repo,
then $(error ...)

With this patch, we can support binnmu, or just edit changelog to rebuild.

unstable we hereby close the associated bug reports.  We are sorry
