Control: affects -1 src:gdal

Dear Maintainer,

gdal FTBFS on arm64 due ton illegal instruction. From its config.log:

 configure:3908: gcc -g -O2 -fdebug-prefix-map=/home/sebastic/tmp/debian/gdal-3.0.3+dfsg=. -fstack-protector-strong -Wformat -Werror=format-security -Wdate-time -D_FORTIFY_SOURCE=2 -Wl,-z,relro -Wl,-z,now conftest.c  >&5
 collect2: fatal error: ld terminated with signal 4 [Illegal instruction]
 compilation terminated.
 configure:3912: $? = 1
 configure:3950: result: no
 configure: failed program was:
 | /* confdefs.h */
 | #define PACKAGE_NAME ""
 | #define PACKAGE_TARNAME ""
 | #define PACKAGE_VERSION ""
 | #define PACKAGE_STRING ""
 | #define PACKAGE_BUGREPORT ""
 | #define PACKAGE_URL ""
 | /* end confdefs.h.  */
 |
 | int
 | main ()
 | {
 |
 |   ;
 |   return 0;
 | }
 configure:3955: error: in `/home/sebastic/tmp/debian/gdal-3.0.3+dfsg':
 configure:3957: error: C compiler cannot create executables

The latest gcc-9 upload is not available on arm64 & armhf because it FTBFS there, which may be related.

Kind Regards,

Bas
