This problem as arisen during an upgrade. The system is now reporting:

g++-8 depends on libstdc++-8-dev (= 8.2.0-16); however:

Errors were encountered while processing:
g++-8
Also apt cannot install, or upgrade, any other packages with the system
in this state. Manually running the relevant scripts from /var/lib/dpkg/info/ does not produce
an error.
