Bug#943393: gcc-9-cross: FTBFS: libatomic.so.1, needed by ./libgnat-9.so, not found

With gcc-9-source (= 9.2.1-12), it still fails:

Interestingly enough, this now seems to be an ARM problem, as
gcc-9-cross-ports (= 10) with the same gcc-9-source version has
built just fine.
