Bug#866354: Breaks for the armel libstdc++ symbol version changes

The following breaks are needed to handle the moved symbols from the
pr64735 fix in gcc-6 in stretch->buster upgrades on armel:

python3-pyosmium (<< 2.15.1-1)
seer (<< 1.1.4-2)
libsimgrid3.14
undertaker (<< 1.6.1-4.2)
libusbguard0 (<< 0.7.4+ds-1)

This does intentionally break << the version in buster/unstable,
for also breaking versions of these packages in stretch-backports.

The LLVM and libsimgrid3.14 breaks are unversioned since these versions 
are not in buster (or any future Debian release).
