Bug#892926: gcc-7-cross-ports stopped building packages that some of its binaries depend upon

Since February 2018, some of the binary packages are not built anymore.
Per the changelog:

gcc-7-cross-ports (10) unstable; urgency=medium

  * Build using 7.3.0-4.
  *
  * Stop building packages now built from gcc-8-cross.

For example, gcc-7-powerpc-linux-gnu depends on
libgcc-7-dev-powerpc-cross, which is not built anymore. So, it's
uninstallable.
