Bug#886103: gcc-8: Please disable gccgo on m68k

Hello!

Please disable gccgo in gcc-8 on m68k, the build currently fails [1]:

go1: internal compiler error: in set_from, at go/gofrontend/types.cc:2569
mmap: Permission denied
Please submit a full bug report,
with preprocessed source if appropriate.

This is because gccgo in general doesn't currently work properly
on qemu among other reasons.

However, please do not disable gccgo for gcc-7 as the package still
builds fine even with gccgo enabled. gccgo on m68k still needs some
work before it can be used and I want to keep it enabled as long as
it doesn't break the gcc-7 build so I can easily install gccgo-7
for debugging purposes.
