This is how I can reproduce the failure:

$ cat script.py 
import gcc
help(gcc)
$ cat sourcefile.c 
void f(void){}
$ gcc-with-python3 script.py sourcefile.c -c -o sourcefile.o
cc1: error: fail to initialize plugin /usr/lib/gcc/x86_64-linux-gnu/5/plugin/python3.so


The first hit on google suggests that this is caused by a version incompatibility between the plugin and gcc:

I didn't try to compile the plugin from source, yet.
