Bug#809509: Support for --with-{cpu,tune}-{32,64} in sparc*-* targets

I just had a look. The current gcc-6 package we have in Debian has this patch
in the debian/patches/svn-updates.diff. I'm therefore giving this again a try
and see if the option now works as expected.

I'm doing a testbuild now by removing the "DISABLED" in sparc-force-cpu.diff [1]
and removing sparc64 from the list in [2], e.g.:

- $(if $(filter $(DEB_TARGET_ARCH), armel hppa sparc64), \
+ $(if $(filter $(DEB_TARGET_ARCH), armel hppa), \

Let's see if that works, will report back soonish.
