Bug#783236: fails to build stage1 cross compiler: "libcc1plugin.so not found"

Why did you tag the bug moreinfo? It fails to build. The problem is
easily reproducible. What information are you missing?

I does not need the plugin. Your assumption is wrong. The stage1
compiler is only used for bootstrapping. Therefore I did not check with
gdb: This is beyond the scope of the generated cross compiler.
If you disagree with the patch, feel free to fix the stage1 build in a
different way. My patch might not be particularly nice and it certainly
works around a symptom, but it produces a working stage1.
Stages 2 and 3 are not affected, because there the plugin is split in a
separate package that is no longer built for cross compilers after you
finally agreed with me to use the native libcc1-0 package instead.
