Bug#779191: gnat-4.9: fix build on mips64el

Hi,

I managed to successfully bootstrap gnat on mips64el, but it required a
small patch to the build system for it to build on Debian. It's similar
to patches used on other 64-bit arches and is due to Debian not putting
the 64-bit libs in lib64.
