Thanks for insisting. This was indeed an error in my build environment.

Given this insight, you already answered my next question with your -4
upload: Why does a stage1 gcc-4.9-$targettriplet not depend on
libgcc-4.9-dev-$targettriplet? But your upload changes this aspect to
make it consistent with all the other cases. This inconsistency was the
bit that lead me to the wrong conclusion above. Thanks again.

Also thanks for fixing the libc part immediately.
