So if 64-bit binutils are required, then surely the binutils package
should build them.

Thanks for the clarification. Not a bug in the gcc package, but a bug in
the binutils package then. Failure to provide hppa64-linux-gnu-ld causes
the gcc stage1 to fail during configure (due to setting
with_hppa64=yes).
