Bug#721854: isl: FTBFS due to automake dependancy

the dh_autoreconf calls you do mean your dependancy on dh-autoreconf
should be (>=9)

However dh_autoreconf depends on automaken virtual package which can
satisfy the automake version with version 1.9 or 1.10 neither of which
work with isl (automake1.11 or later is required)

For referenc eteh build failure shows up with:

libtool: install: warning: remember to run `libtool --finish /usr/lib/x86_64-linux-gnu'
sed: can't read /libisl.la: No such file or directory
Cannot find isl library name. GDB bindings not installed.


leading to:

dh_install: libisl-dbg missing files (usr/lib/*/lib*.so.*-gdb.py), aborting
make[1]: *** [override_dh_install] Error 255
