this is the same as for some 64bit variants built as a multilib for a 32bit
host. Depends what you want. If you want to allow building for these
configurations on powerpcspe, then you should build the multilib libraries.

no, the GCC runtime libraries are now always multiarch. If these are not found
in /usr/lib/powerpc-linux-gnuspe, then something is wrong.
