Bug#583141: gcc-doc: claims "Invariant Sections" in the manpage that are not actually present: isn't the manpage DFSG free?

no, look at the upstream file gcc/doc/invoke.texi, with its explicit license.

Ubuntu does ship the manual pages including the (invariant) fsf-funding(7) manual page. Just refactoring fsf-funding(7) into it's own manpage doesn't make the *(1) man pages invariant-free.
