Bug#497371: cpp-4.3: mismatch between package version, upstream version and /usr/lib/gcc/<arch>/<version>

for the updates after 4.3.1 I did revert the changes made to DEV-PHASE
and BASE-VERSION, so that the version numbers of upstream and debian
are in sync. I don't mind having this applied again, but exactly this
leads to divergent version numbers.
