gnat-4.2 is not needed on s390 because gnat-4.3 is the default on that
arch.

gnat-4.2 has never been in testing and I have no intention for it to
ever reach testing because I have no intention to support it.

The only architectures where gnat-4.2 is currently needed are mips,
mipsel and alpha.  For these architectures, please see #475365.  In
fact, this blocks gcc-defaults from entering testing.

I'm planning to file an RM: bug as soon as a new gcc-defaults
(depending on gnat-4.3 on all archs) hits unstable.
