[Bug libstdc++/32509] [4.2 4.3 regression] unable to explicitely configure with a given locale model

Yes, today, while offline, I realized that in fact the real issue here was the
fix for 31717 not completely ok for everyone. And we already got a report of
this type before (upon it I decided to clarify the documentation, which now
clearly states that in 4.2.x the complete sanity checks are *always* carried
out, thus the availability of "de_DE" is compulsory).

A few days ago was thinking that maybe a sensible compromise could be the
following: do the sanity check involving "de_DE" only in case of 'auto' locale
config. Instead, in case of 'gnu' do only the basic AC_EGREP_CPP check
("include <features.h>, etc.). What do you think, Benjamin?
