Bug#413368: gcc-snapshot: FTBFS: No build dependencies in Packages file.

The Package files (for incoming) currently says:

Format: 1.0

It's not listing any build dependencies.  Then when trying to build the
package is finds them, and fails because the build dependencies aren't
available.

I have no idea what happened here.
