IMO the best thing would be something similiar like we do for Ada and
Java now. We still can decouple the packaging from the gcc packaging,
but we should try to

 - build a gdl-package with a build-dependency on gcc-4.1-source, so
   that all debian patches can be applied

 - only ship gdl related files in a gdl package, not the complete
   toolchain like its done for example in ghdl or llvm.
