no. please see the various bugs reports for the gcc-X.Y packages in
the BTS.

no. such a man page will be incomplete, it's only one of many missing
man pages, and interactions with the gcc-doc package would have be
tested as well.

the debian project has decided not to include GFDL'd docs with
invariant sections and cover texts, so you have to live with it.
