[Bug libstdc++/11953] _REENTRANT defined when compiling non-threaded code.

This bug (against the regular development branches) should not be marked fixed
simply because a patch was applied to the redhat branch.

Either it needs to go into mainline 4.1, or the bug needs to be closed in some
other manner.

I am simply reopening it because it looks like it hasn't actually been
resolved.

I have no opinion on any of the actual issues involved :)
