gcj installation problem causes FTBFS in unrelated Ada package

Hi,

I uploaded libflorist and saw it FTBFS on some architectures due to Java
packages failing to install.

This package contains zero lines of Java source, so it does not need or
want anything Java-related on the system.

The specific failures were:

on s390, gij-4.1 failed to install per #390928.
on hppa ecj-bootstrap-gcj failed to install with:
Setting up ecj-bootstrap-gcj (3.2.1-1) ...
> dpkg: error processing ecj-bootstrap-gcj (--configure):
>  subprocess post-installation script returned error exit status 139

Questions:
- why did the buildds try to install gij-4.1 or ecj-bootstrap-gcj?
- how do we solve this problem?
