        except.c, gcc.c, tree-cfg.c, tree-eh.c, tree-ssa.c, xcoffout.c:
        Avoid "." or "\n" at end of diagnostics and capital letters at
        start of diagnostics.
        * combine.c, cse.c: Don't translate dump file output. 
        * toplev.c (print_version): Only translate output if going to
        stderr.
