Bug#278105: gcc-defaults: Patch to create a 'libgcj-dev' package

The attached patch implements the addtion of a new 'libgcj-dev' package
to gcc-defaults.
Please look at Bug#300353 as an example of the problems which occur
because a 'libgcj-dev' package is missing.
