Analogous to version 3.3 of gcj, reported as Bug#238033,
gcj reports on a missing spec file because of a missing dependency to
libgcj-dev. Adding that made the problem disappear.

no, the byte code compiler (gcj -C) just works without
libgcj6-dev. Therefore the recommendation of libgcj6-dev.
