Bug#254623: gcj-3.3: won't run without libgcj.spec

I tried to compile a test program and I got an error that gcj could
not find libgcj.spec; I found this file in libgcj4-dev, and gcj would
then compile my program.
The following are the command I entered, and the system's response:
$ gcj -g -O0 --main=TestAWT -o TestAWT TestAWT.java
gcj: libgcj.spec: No such file or directory
