Bug#247204: libstdc++: no mention in debian/copyright of the libstdc++ exception

I'm picking on gcc 3.3, but this one applies to all the gcc versions
in the archive. libstdc++ has a special exception from the GPL to
allow it to be used in GPL-incompatible works, but debian/copyright
doesn't mention this.
