When running the configure script to install LAME, cpp is described as
failing sanity check. The error message given by cpp is:

cpp: installation problem, cannot exec `cc1plus': No such file or
directory

could this be caused by incorrect dependencies for cpp?

no, cpp is the GNU C preprocessor, you want g++, the GNU C++ compiler.
