As Matthias explained, we are not going to provide a shared libgnat
for 3.3 before Sarge is released.  There exists a libgnat-3.4 and a
libgnat-3.15p-1 which provide what you want.

The Debian policy states that static libraries (libgnat.a) must not
contain PIC code.

Therefore we will not fix the problem in 3.3.

If you want to build Debian packages that use Ada, I recommend using
gnat on i386, powerpc and sparc, and gnat-3.4 on other architectures.
A suitable Build-Depends would be:

Build-Depends: gnat (>= 3.15p) [i386 powerpc sparc],
               gnat (<< 3.16) [i386 powerpc sparc],
               gnat-3.4 [!i386 !powerpc !sparc]
