[Bug libstdc++/8610] large file support in libstdc++-v3 (std::streamoff type is 32-bit in GCC 3.2 whereas it was 64-bit in GCC 2.96)

Not fixed, actually: the ChangeLog entry of the commit below should not read
PR 8610, will fix.
