Bug#210482: cpp: cpp generates files with weird characters

I was trying to compile a program with the latest cpp version and 
I got the following error (I'm sorry for the verbosity):

This is because cpp generated the files with a bunch of "S" letters
which means nothing. Obviously this cannot be parsed and then the
error is issued. Previous versions of cpp (2.95, 3.0, 3.2) worked
just fine.
