Indeed they are. The Linux kernel is part of the release criteria (at
least it was for 3.0) [0]. The site states:

	The Linux kernel is one of the most important pieces of free software,
	and kernel developers pay careful attention to GCC performance. It
	would be an embarrassment to GCC 3.0 if it did not compile the kernel
	correctly, out of the box.

Perhaps someone actually might want to use gcc to compile a kernel
without using kernel-package (yes, we all know this is an awful thing,
but some people actually do it) and expect it to work. It would be
(to use the word from the site) an "embarassment" if it did not.

Anyway, I think it is a bug. If you don't, you're welcome to mark it
"wontfix" or reassign it. Otherwise, you can let it sit there until it
is solved.
