Because when you merge bugs all the tags get merged, and the reporter of
#189431 thought it was a good idea to set the sid tag on his initial
report. (Generally speaking it is *not* a good idea to set
woody/sarge/sid/etc. tags on initial reports unless you know exactly
what you're doing.)
