Bug#179128: libstdc++5-dev: depends on libc12-dev, which only NetBSD has

libstdc++5-dev seems to have gained a dependency on libc12-dev, which
AFAICT only exists on Debian GNU/NetBSD; could you please
conditionalize it accordingly?
Likewise for libgcj3-dev and libffi2-dev.
