Bug#118391: libstdc++3; do we really need to depend on the up-to-the-minute lastest version?

Is libstdc++ still so much in flux on the stable branch that
(>= exact-version) in the shlibs file is justified?

Please cut us some slack and bump the version in the shlibs only when
necessary. Otherwise the move of programs that absolutely need g++ 3
into testing is delayed unreasonably.

(If you are aware of the problems, and there were really interfaces
added to the library in every Debian revision, feel free to close this
item.)
