Bug#90390: marked as done (gcc-2.95: builds binary-indep packages in binary-arch target)

build daemons only call the build-arch target, and generate a changes file only
for the binary-arch packages.

gcc-2.95 builds cpp-2.95-doc, g77-2.95-doc, and gcc-2.95-doc when the
binary-arch target is called, resulting in wasted cpu cycles on the build
daemons, and packages that hang around the build directory, as they aren't
included in the upload.
