Only users of the 'admin' group are allowed to login via SSH.  Try
adding the user to 'admin' group.

If you want to remove this restriction (not recommended), edit and
remove the last line of /etc/security/access.conf that looks like this:

-:ALL EXCEPT (admin) root fbx:ALL
