Here is a broad reply to your broad question:
fonts-noto is a quite heavy project, which has made a major shift in its
source structure since the last release in Debian. That shift is
certainly an improvement, as it alows breaking up the project into
smaller components potentially upgraded at different paces.
Unfortunately I have not found time yet to reorganize the code in
Debian, and it is unlikely that I will find time to do so within the
next two weeks before the package enters "soft freeze", and it is thus
unlikely that the next stable Debian will see a newer release of
fonts-noto than what is currently in testing.
If you are aware of particular issues with a particular details in the
gigantic font set, then please do file individual bugreports tracking
those, and if severe we might find time to address those issues, one
way or another.
