These characters are in the latest version of Noto Sans Symbols 2, they are still in the pipeline for Google Fonts though. Arch updated these from source; maybe good to update the relevant noto package with the latest version of this font?
Bias: I co-submitted 1F7D9 and got the character included in the Noto font.
