It is not possible to uninstall this font because I would have to
uninstall other applications first. Among other things also gnome (see
below). I cannot do this.

Alright, was worth a try.
I decided to try a workaround and took an unconventional route.
In runlevel 1 I have deleted /etc/fonts, /usr/share/fontconfig and
/usr/share/fonts and replaced them with the corresponding directories
from version 10.
Well, that's a rather drastic means to solve issues. A full directory
diff of /etc/fonts between Debian 10 and 11 would have been interesting,
but I guess that's not possible anymore.
Seems like you solved the issue by wiping out
/usr/share/fonts/opentype/urw-base35 and not copying it back, because
the Opentype variants of these fonts have just been added between Debian
10 and 11.

This will display all characters correctly. I'll see what happens when
the fonts are updated through an update.
