new upstream release for fonts-sil-annapurna

There is a new upstream release for the fonts-sil-annapurna
package, I have added the upstream tarball and updated the packaging
files at

https://salsa.debian.org/fonts-team/fonts-sil-annapurna

Fabian, can you review and upload if there are no issues? Others are
welcome to comment as well.
